Unlikely. Hate crime is an add-on. There has to be an underlying crime. The latest version of the law I could find lists the potential underlying crimes.

The women have not yet been charged, and their freedom has been restricted while the prosecutor decides how to charge them. Once charged, they may spend time in jail, they may remain restricted to their homes, or they may be released on bail (a much lower level of pretrial infringement). We will see.
The kids have been charged with a crime, albeit charges which may not withstand judicial scrutiny if Bass is correct. It certainly would not be the first time a cop did not understand the law. Before the end of today, they will certainly be released on bail. The charges may even be dropped.
The only “bias” I see is the moronic concept of a statutory “hate crime.” For that, you can thank your GOP legislature.
