They spent a lot to catch up to overcome the institutional advantages that exist in major soccer. That stopped a while back.

Talking about what they spent 15 years ago has no impact on 2024. Potentially committing fraud 10-15 years ago re: accounting has no impact on the squad in 2024.

The only reason there are rules in place that City may have violated, is to protect legacy teams/brands like Man U and Arsenal. It's a bullshite barrier to entry that shouldn't exist.
