You are arguing that you can have fraud without a victim. How then do you define fraudlent activity that the statute is aimed at?

He doesn’t know what he’s arguing. He alleges fraud, then when he gets shown there is no fraud, he argues that fraud isn’t a necessary element of the statute, when he’s shown that fraud is a necessary element he tries to argue again that fraud occurred.
