re: Did anyone mention that Putin told Clinton that Russia was interested in joining NATO?

What’s interesting is that Clinton did not initially say no. It was only after some time that he came and told Putin no. The point being that the President is NOT the one in charge. Makes you wonder who’s making the actual decisions.
