Tender option advice

Need some help understanding a tender option. I’m a simple man that doesn’t get into calls/puts/etc. I’ve never gotten this before and E*trade just notified me that DWAC is offering a tender option for 10.87 on or before March 20. Is this offering 10.87 on top of each share price or is it 10.87 a share for a stock currently trading at $48/share?
