?? Traffic signal upgrades are complete?

How can this possibly be true? I drive Stanford/Acadian every day and the only possible thing I can imagine is that they implemented the "syncing" backward, with the goal of catching nearly every light red. Not exaggerating. You can rarely make it from I-10 through Hyacinth without catching AT LEAST 75% of the lights red: by the Saltgrass, at Perkins, at Morning Glory, then Hyacinth. Same the other way: Acadian is default red at I-10 and they've recently reprogrammed Hundred Oaks to stop you often when there's nobody waiting to cross traffic.

Same with Perkins at Congress, Quail Drive, etc. You just sit there with no cross traffic coming across.

I can honestly say the traffic light programming is the worst it's ever been. Am I off base?
