will it replace the voucher system?

Every school knows that is the kiss of death.

Paying customers don't want public school kids in their schools, and when private schools accept the public school kids they have to turn over their standardized testing scores.

Those scores are used to "rank" the schools publicly...and the private school system (at least the Catholic ones) don't ever put anything out there that compares themselves academically.

I feel like the number of kids who weren’t going to private school before, but will now be going to a “good” private school is going to be relatively low. I doubt the schools will change their admission requirements, and most of the schools that I know of still have tuition rates that exceed the 7.5k that you receive if you make less than 125k. The only real reason why the current “good” private schools would opt into the program would be if they want to raise their tuition rates to get “extra” money, thus essentially eliminating the folks who are making less than 125k anyway. They aren’t going to opt into this program, have the state tell them that they have to start standardized testing and other requirements while getting nothing in return.
