Congratulations on being one of the few who actually read the article.
It clearly says that the intruders violated Venezuela airspace, and the Bolivian jets shot them down. The article also mentions that this was thought to be drug or arms traffickers. This is probably some joint task force between the two nations.
And by the way, Bolivia does not border Venezuela (not even close).
This had nothing to do with border control IMO.
