Well, the usage in the other instances you mentioned is simply informal (but not technically correct).
In discussing abortion, the developmental differences are the crux of the argument, and the term baby is used incorrectly on purpose.

False. Baby is used in the official medical record, routinely.
And there is no developmental difference between a baby in utero and a baby of the same gestational age that has been born.
