Reagan is almost a given with his background. Obama was a great speaker, no doubt, but I think you're sleeping on JFK and both the Roosevelts.
Difficult to judge different eras, but Lincoln was considered a great speaker in his day.
Because Obama's speeches were mostly vapid and empty, he is just a much more competent version of Kamala or AOC. Reagan, the Roosevelts, JFK and Lincoln's important speeches were about serious, substantive issues.

2. FDR
3. JFK
4. Lincoln
5. Teddy
