I think the simplest answer is it wasn’t on his top of mind and thought banning it would just do it in. Obama and Fauci weren’t all that close compared to his predecessor Bush and kind of just kept Fauci in a back closet and Obama would actually not comply with many of Fauci’s demands.

Now do I think Obama knew about the CIA’s illegal bioweapons development. Absolutely. He’s definitely guilty there.
