There's no need to "push" depopulation... it's happening anyway... it's a natural occurrence when children stop being free farm labor and start being consumption units that have to be monetarily supported for 2 decades... people have less of them.

RIght now, the only countries with a lot of population growth are in Africa, but as they become urbanized (which is happening there much, much, much faster than expected) the same thing happens. And their population profiles are a LOT of children and then very few adults. That tapers in, and soon adults start living (or correctly stop dying so much) longer and longer on average, and fewer and fewer children are born, because when most of them are guaranteed to survive to adulthood and beyond there has to be a resource shift.
