Some of these businesses have token owners. IE, white guy has a used car lot. Asks a black worker if he'd like an extra $100 a month. All ya gotta do is let me list you as the owner.
'Sure, boss.'
White becomes 'assistant manager' working for the black 'owner' and gets the govt money.
He gets away with it because researching the claims take a lot of work and govt agencies have long coffee breaks. Besides, it's not their money.
