wii U virtual console question

Can you transfer VC downloaded games to it from your old wii
and can you play VC games strictly on the gamepad without looking at the TV?

I had also been hearing what the previous poster was saying, but it is only partly true that you can't play virtual console games from your Wii on a new WiiU.
Nintendo created what seems like an emulator for the WiiU that will simulate a Wii environment for playing Wii games and virtual console games. You have to set it up when you first boot up the systema and it will appear as an icon on your WiiU menu. The process involves an external memory card larger than 512 mb and having both systems connected to the internet. In the end, you basically have a "wiped" old Wii system that no longer has any Mii's, game saves, Wii points, or VC games on it.
Also, you have to use the Wii Remote (or Remote Plus) to do anything when you are using the "Wii Emulator" on the WiiU. That answers your second question.
It seems like in the end the only advantage to this is that you could get rid of your old Wii if you wanted to. Unless you like playing Gamecube games.
