Ok to put pre-emergent on stressed lawn?

I recently had a lot of construction and my yard is looking rough from all the trucks pulling in and out. I have St Augustine

I wouldn't put a pre em down on a lawn that I would call rough. Most pre em's are root pruning pre em's. This can lead to clubbing roots in St Aug. I would just be prepared to deal with the weeds.

Damn...i just put some specticle flo down yesterday before the rain on some St Aug that has patches of what I think is sod webworm damage...should I worry (not that it matters now)???

No. You should be fine. It doesn't have to be a golf course to have pre em put down. When the OP said it was rough I pictured bare dirt, large spots with no grass, etc.
