We sold oil from the Strategic Petrolium Reserve averaging around mid 80's.
Where did that money go? They are saying we don't have the funds to currently buy it back even though it's below $70/brl

They dont actually sell that oil, they loan it to the refineries and the refinery has to replace it with a similar crude slate. It's called trading barrels.

Crude is at $66.77 right now.
