What's the universally accepted indicator that a city is lost?

1) Garbage everywhere
2) Check cashing / Payday loan businesses
3) Black Donut burnout marks in most intersections.
4) "Discount" grocery stores.
5) The smell of weed generally in every parking lot

Aside from the obvious murders and homeless people everywhere what's you go to indicator that a city is beyond repair?

Well if you're just passing through or visiting you may now be able to see this one inside a school and they usually don't fly them visible to the public until the city is full blown gone to hell .
