You’ve got to take the Harry Lee approach. Cops arrest criminals, DA’s prosecute criminals and judges need to use the phrase 25 years to life in sentencing. All 3 have to be on same page. Once they are starting to put a lot of criminals in Angola the hood will notice and say they ain’t playing no more.
