Construction was delayed until after the election. Someone thought Pothole Wilson would be in the run-off for governor and didn't want the voters to associate him with the expanded SNAFU that is Baton Rouge I-10 traffic.

Construction has been ongoing for months. It's been on the news and you can see where they have started on the new bridge.

The actual bridge is six lanes. The approaches funnel down to two lanes.

They then decided to widen the WB flyover before closing any lanes, which will allow it to stay at two lanes WB from the 10/110 split to the bridge. It will still be one lane on the EB side from the bridge to Washington St, but it already bottlenecks at that exit anyway since the right lane is exit only.

Les Miles has lost control of the LADOTD.

I’ve seen like 10 better looking critical paths on the Quad today.
