“Cap” is shortened from “high cap” or “high capping” which is when someone has to exaggerate to “top” someone.
BHP: I ran a 11.9 100 meter in high school
Capper: oh yeah? I ran a 9.2 100 meter
BHP: Stop the capping. You never did that!
