I’d be interested to see statistics (I don’t have them), but my educated guess is that communities with HOAs overall maintain higher property values over time… seems to be logical that would be true

HELL no. Almost everyone of them exists so the developer can completely finish developing the subdivision and not contend with owners. The developer will have control of the board until the development is finished. They actually reduce the pool of potential buyers on re-sells thus driving down the value of the homes in the neighborhood.
