China was suffering a famine due to Mao's state collective farms run strictly adhering to communist ideology. The result of everyone getting "paid" the same regardless of what they actually contributed was that the slackers took advantage to the point that the hard workers who carried all of the load were pissed and laid back too. Food production fell.

After Mao's death, the collective farms were broken up and the land was given to individual farmers. The farmers got to keep and sell anything above the state quota. That year the famine ended.
