You couldn't see anyone in that video, how do you know he wasn't still a threat? He was still able to talk, so if he had a gun himself he would probably be able to use it. Why take the chance, empty the magazine.

I didn't watch the video. I was responding specifically to him not being double tapped because he is now likely to sue.
