Thyre already in the process of eliminating walk ons. The writing is on the wall--college athletes will eventually be given employee status and get revenue sharing. They don't want to split the pie up to 120 players. Walk ons will go to FCS programs and try to portal up.

If the athletes are employees, you better believe there will be strict roster limits, just like the NFL.

The programs with money won't mind paying 120.....CFB is ALL about the money...and you gotta spend it to make it. There are 30 or so programs in a position to compete with money not being a consideration....the rest are going to either eliminate football or return to some sort of pure amateur model where they play with actual students who are paying for school instead of being paid to attend.
