You also have to be realistic about your city. The Jags could probably move to other cities that would be better for them financially. The vast majority of cities have 0 leverage. And a team can stay "in your city" and still move, like the Braves did. They aren't playing in Atlanta anymore.

Chicago was playing that angle hard too but I guess decided to cave in. It makes so much more sense to move out west to the burbs and build a massive sports entertainment complex.
