The joke is that the guy who fricked up the test causing the meltdown and the plant brass all used this statement to downplay it.
Problems were -
1. The radiation they were reading was more dangerous than claimed because it was continuously being emitted
2. That wasn’t the correct reading because the radiation actually went past the measurable scale for the Geiger counters used.
