Not really something he can correct but has below average arm talent. He throws a decent deep ball and he has decent accuracy when he gets his shoulders square and everything goes according to plan. Certain qbs just have a pure throwing motion and can flick the ball exactly where they want it. They can throw from different body positions, arm angles, and on the run. Some quarterbacks rely on athleticism or size. Some rely on football IQ. Some have better vision than others. Carr really struggles from being overly stiff and goofy. Can't put touch on short throws/screens and can't make the high difficulty/tight window throws. He doesn't have the best field vision either. This is why he struggles significantly in the redzone. This is not really something he can really change. Spencer Rattler had better arm talent at 18yo than Carr does now, its just something you have or you don't.

Carr does some things well. Carr is built, he's strong, tough, solid athleticism, avg decision making ability, great deep ball, loads of experience, he does well on PA and boot legs. But he just lacks talent, he always has and he always will.
