I don't really know the answer to the question, but Wetumpka has a pretty interesting history. It was first settled by white men when the French established Fort Toulouse in the early 1700s. It has withstood a lot of destruction and hardship from catastrophic fires, floods, war, and economic despair. I think initially there was "East Wetumpka" and "West Wetumpka." That could explain the weird layout.
