A Guard unit is still a state Guard unit even if they are mobilized by the Feds.
Does the Fed have the right to permanently federalize a Guard unit’s assets? All signs point to no but he will try it anyway.

Not states that want no part of it. You will have some States grabbing the line and will be fine with it.
