Apple ID, dropping phone number for separate apple ID

Short version, I had wife's phone on my apple ID as an extra number, I'm now trying to separate her number and think i have everything signed off and deleted, but registering her an apple id does not go through. Is there a time period before her number can be reused in a new ID or is something else going on here?

On any devices that used old ID and had wife’s phone number pad an option you need to make sure it’s removed and signed out in messages, facetime, and as a trusted number for old ID (add new one first). Deactivate both phone numbers under iMessage on each specific iPhone before reactivating number first and then activate with Apple ID.

You might be running into the below for a new account. Not sure if you can add some verifications within new AppleID online to quicken this up if this is issue.

If her number will not get removed from you Apple ID after signing out and removing it everywhere you might try the deregistering process for moving number away from an iPhone. I have never used this before, but I have heard others that had to use it.

I took the extra step of powering down and rebooting both devices yesterday and still would not accept creating a new account for her. I tried it again this morning and it went through the first time. So we’re good

In AppleID, there are four sections that can possibly have numbers stored.

- Email & Phone Numbers
- Account Security
- Account Recovery (may have phone numbers, not sure)
- Legacy Contact (may have phone numbers, not sure)

Make sure the number in question is deleted from all these sections.
