Washington was the best team if you look at the body of work. Their only loss was to USC on the road. Unfortunately. USC wins the Pac tiebreaker even with their loss to UCLA.
Washington also beat Michigan in Ann Arbor.
Florida has an argument too, rolling to 9 straight wins after starting 0-1-1. Florida was sanctioned before the bowls though.

I'm sure somewhere the Alabama Crimson Tide already claims the 1984 NC anyway so I doubt this matters
