Are the star rankings on this list based on the players’ rankings when they were coming out of high school? Or do they assign them stars based upon their performance in college?

247 has recently started adjusting ratings for transfers. So if a guy underperforms his high school rating, he drops. If he outperforms that rating, he gets a bump.

247 grades themselves against the NFL draft. Their justification is that NFL scouts are pretty good judges of talent, and that a high draft hit rate usually correlates to success for college teams. This effectively means they are projecting players’ performance at the end of their college careers, not right now. Which is why, for two transfer players with the same ability, the younger player will likely get a higher rating.
