If Vegas has odds on who starting QB will be and both start, who would the starting QB be? Whoever gets the snap? What if neither gets the snap? Push?

For the same reason that having four running backs is a bad idea. If you put two QBs in the backfield you are not confusing the defense. Only one will get the ball, and that’s the one they’ll attack. In the mean time, you would have seriously reduced the amount of threats your offense poses.
