Commercial contractor. If you're in BR and you tie-in to the city storm, you are at you're own risk.
You aren't supposed to do it, but realistically speaking, no one is going to say anything.
Rent a core drill, drill your hole in the upper 1/3 of the storm pipe or inlet box. Then grout the pipe in.
I personally wouldn't ask a contractor to do this, the less people involved, the better. What you are doing is probably technically against code/illegal.
I would, however, absolutely do it myself.
