Yes. Because they know people with money will leave with their bad social views to infiltrate places with good values both social and financial.
I mentioned it before...there was an interview I heard back in like 17 with the a former CEO of a company like Oracle, where he said that moving people from democrat areas to fly over country was the way to defeat Trump in 22.
It's like they learned from Katrina on how moving the rift raft around destroys areas it like locust. So a tactic they are ok with during CV.

Lots of ways - some are mentioned above. The head tax will be taxing suburbanites that work in the city. The Metra tax will tax people taking public transportation in/out of the city. The Hotel tax increase (already crazy high) is a tax on suburbanites wanting to spend a night or w/e downtown.
Action have consequences, and these will hurt the city even more long term. Calling them "unintended consequences" is a cop-out. The consequences are obvious to anyone who is actually paying attention.
We were disappointed this guy won. I used to enjoy going into the city on occasion. Good entertainment, good restaurants, sometimes just fun to enjoy the 'energy'. But in recent years, the criminals are treated with kid gloves, the city shows no concern for the safety of the normal law abiding money-spending person there. I just quit going in to the city. Ef-em until they take crime seriously. My son and his wife left a few years ago, and took their high dual incomes with them to the suburbs. When a riot keeps you from getting to your home and you've got a 2 YO in the car, it's time to go - and they did. The cops stop my Daughter-In-Law from getting home, but they don't stop the protestors - it's Bizzaro world.
Make me want to puke.
