Congress can delay an election during a national emergency. They need WW3 to be ongoing by 2024.

The real issue is twofold- 1)Israel never establishing full control over the Gaza strip and fully annexing it, and 2) the Palestinians constantly wanting bloodshed and being able to draw it based on 1).
