They could have prevented this from happening. They could stop whatever is going on right now. And they could get out.
But they are staying there.
I also doubt 1.5 million civilians knew Hamas was about to attack Israel. The U.S. doesn't even share military operations with the public.

This isn’t the case. Israel has offered routes to safety and places for them to go. They won’t leave.
