Weather will be miserable (high in low 50s, rain and windy) so that will limit what you want to do. Museums and Anne Frank House will be good. Take the free ferry (F4 or F4) behind Centraal Station to NDSM. This is the former shipyard that is now a hip area full of bars and restaurants. The actual cavernous building/hangra they used to build ships in is now full of artists workshops where you can walk around and check out all sorts of funky stuff.

Van Gogh museum is incredible. Need reservations for all the big museums so make those now.

Is it always like this during this time of year? I am going next year the week of thanksgiving and wanted to know how weather was like.

Maybe I'm weird but like 90% of my most memorable travel days are weather like this, especially city exploration. I love it. Fewer fellow tourists, more reason to drop into random bars/pubs/restaurants to get out of the elements, etc.
