I'd make him pay the fine with his money that he earned not from money given to him.
I'd also beat his arse.
If possible take him to a place that deals with Traumatic Brain Injuries so he can see what could happen as a result of crashing at high speeds.
The problem is kids that age think nothing can/will happen to them.

And/or watch some kind of documentary and then write a 3 page paper on the dangers and potential outcomes
