Yea after watching the video this doesn't fit the title really, I mean he didn't refuse to blow just for the hell of it
That said cop really pissed me off at the beginning with the whole "nice truck......expensive truck"comment. Really showed where his head was at and what he was thinking's.
He very well may have been guilty, refusing is definitely suspect but I swear sometimes cops just can't help themselves from being douch bags

For the sake of argument: The charge would be driving under the influence or impaired driving. If the roadside sobriety tests showed he was not impaired, what do the results of any other testing matter?
I would think an alcoholic or other substance addict can operate normally even beyond the legal limits of those substances. Where is the evidence his driving was impaired?
