Agreed. Clear is not the operative word. Confused would be more accurate. Again, if an off duty police officer reported that he found a bomb (ESPECIALLY on that day, and at that location), why would that information be ignored for a prolonged period of time. It really makes no sense on the surface.

It may he in the sense that someone with authority KNEW that it existed, KNEW it’s location, and KNEW that the source of the information was trustworthy…and CHOSE to ignore it.
