Of course. I've long said "reparations" was never going to come as direct payments to black people. It's going to come as government funding to projects spearheaded by politically connected people. Shifting a frickton of public dollars into a few private hands and declaring it progress.

Same as the Homeless Industrial Complex. They pat themselves on the back over how much they spend on homeless programs, but no homeless ever get helped and powerful pockets get lined.
