I googled “ dotd, Baton Rouge, Nicholson”, here’s what I got.
Looks like the improvements are slated to start today. Details in wafb article.

They made it worse...from your link:

Almost everyone exiting is trying to get to Nicholson, not Highland. All they did was bottleneck it with a light at Oklahoma without the old yield lane at Terrace.

Why not leave both open instead of deadening Terrace?
