There's an old, Cold War era joke.

Basically:

CIA, MI6 and KGB are told there's a missing cat. Each go out and search for it.

CIA finds the cat and brings it back in ~4 hours. MI6 finds the cat in ~3 hours. The KGB comes back 24 hours later with a dog that looks like it was tortured.

Everyone asks why the KGB has a tortured dog, but the dog starts shouting, "I'm a cat, I'm a cat, I'm a cat!"
