Illinois particularly comes to mind. Their 2005 team was phenomenal, but they've been a perinneal underachiever since then. They lost the title game, but there was no shame in losing to that loaded UNC team. The team who got blown out by Loyola as a #1 seed comes to mind.

I guess I can see Georgetown based on the two Thompson eras but Iowa State? Really?
I don’t really ever view Iowa State as a team that consistently chokes, I can really only remember them being a top 4 seed a handful of times. I remember the Tinsley team that got upset by Hampton, then the Fizer team but other than I don’t view them as huge underachievers
