I cant make you accept this is good, but pretending there is no reason to do it is dumb.

Let me put it another way.
Per dawg's comment - Even though this happened - they are NOT doing the Earth X story - having Norrin and Shalla as Surfers.
And you are right that they are not turning Norrin into a woman. They are using Shalla-Bal.
But what they are most likely doing - seemingly - is they are going to turn "Norrin" into a woman. They are going to use his story of dedication and sacrifice into HER story. They will, most likely, use all of the trappings of the Norrin story and put a woman into it instead.
That's the problem. I'd say there is no issue if this were Earth-X or Juno or Aunt May (who was Surfer in a What-If comic), and they did those stories as the Surfers. The issue is that they will use Norrin's story for this.
That's why -

This doesn't mean you couldn't do a New Warriors mini with him in it. Not every character gets a solo movie but that doesn't preclude them from using black characters that exist already.

I think they are doing this to shoehorn a female in. And they can point to, oh she was in the comics.
But in the alternate universe, they are both surfers, twin heralds. It was never just her.
She doesnt exist without him though because him becoming the surfer was to save their planet.

I'm gonna add that this also shows marvel is really working on keeping budgets down. Pedro might be getting 5 mil, but none of these other actors are breaking the bank. There were strong rumors that marvel wanted Adam Driver and Margot Robbie, but those actors wouldn't lower their price tags.

What's funny is that the art for him in the Ultimate Comics was specifically drawn to LOOK like Samuel L. Jackson.
