I addressed that in earlier posts. I don't want an alternate version of one of the most popular FF related characters. Just save the character for the MCU proper and do Norrin Radd.

I think some of you guys don't have marvel character knowledge that predates the MCU. Silver Surfer is very popular and was even more popular before Marvel intentionally sidelined the FF in the comics. That said he's not really a lead character for a film. They even had a Silver Surfer solo animated series in the 90s. You know who didn't get one of those? Most of the Avengers.
