Minimum wage is too low to pay anyone. If they are doing hard work, yes, pay them more if you are able to afford it.

And to those, maybe we can consider a work visa.
But no voting rights until and/or if you become a legal citizen.
The ones causing the trouble are probably not those that want to come here to better themselves honestly through work.
