Why is a two story house floating across the San Francisco Bay?

I mean what could possibly go wrong here. The house boat barge looks super stable in the San Franscico Bay plus it has an over powered water craft acting as a Tug Boat to a large ocean container.

Not to mention the 2nd story acts as a nice sail to help the barge move from place to place.
