U.S., Russia, and China agencies have stockpiles of zero day exploits that compromise widely-used commercial software. Instead of sharing the exploits with software vendors, they hoard the hacks away for future weaponization. They pay top dollar for these exploits from hackers across the globe.
The Chinese would have a harder time attacking our infrastructure if these agencies like DHS, NSA, etc. focused on protecting Americans, not harming foreign citizens.

I think the DHS and NSA are more interested in harming US citizens than foreign ones.
